GitHub Code Quality moves to a separate Actions path and actor
GitHub separated Code Quality activity from the code-scanning Actions identity so Code Quality now runs under the dedicated `dynamic/github-code-quality/codeql` path and `github-code-quality` actor, changing the identifiers used by usage, billing, reporting and automation filters.

Current state
GitHub Code Quality uses the dedicated Actions path `dynamic/github-code-quality/codeql` and actor `github-code-quality` while existing Code Quality repositories continue scanning.

GitHub Code Quality users and administrators whose usage, billing reports, scripts, dashboards or filters key on the prior Actions path or actor identity.

Update reporting, billing analysis, automation and dashboard filters that identify Code Quality runs so they recognize `dynamic/github-code-quality/codeql` and `github-code-quality`, then verify continuity against current repository activity.
