Atlassian reintroduces minor updates for large Connect-to-Forge apps

Atlassian is lifting the temporary forced-major-version rule for Connect-to-Forge apps with more than 50,000 users on an app-by-app rollout.

Atlassian is restoring minor-update handling after notifying each affected partner; controlled bulk upgrade remains available.
